The British Sign Language Act 2022 requires the UK Government to issue guidance about the promotion and facilitation of the use of British Sign Language (BSL). This however only applies in England and not to the Welsh Government or public bodies in Wales such as councils or the NHS. The British Sign Language (BSL) (Wales) Bill aims to place equivalent specific duties on the Welsh Government and public bodies in Wales.

I agree. Despite the Equality Act 2010 there is little action by public bodies in relation to disabilities which are not physical and which are hidden. Many don't even consider the inclusion of hearing loops in their services for hard of hearing/hearing aid users never mind the ability for a BSL user to be able to converse using their first language.

The term BSL users isn't specific about whether the 'user' is deaf or hearing so in my view covers both.

I don't see the need to distinguish between hearing or deaf BSL signers. To draw a comparison from the Welsh Language Bill, it doesn't distinguish between first language and second language speakers/users. A hearing BSL signer might be a first language hearing signer because that was the language in their household.

Because I don't know, I know there are organisations who represent deaf communities and amplify their voices, unless individuals are involved with these organisations their input is limited.

Deaf communities have needs that hearing communities do not. Any public services which are designed should consider the whole population. Whilst the Equality Act requires an EqIA and to consider the impact on those with disabilities, there are many different types of disabilities. Involving people with lived experience provides a richer knowledge base.

Consideration needs to be given at the design/policy stage of the needs of D/deaf communities and people with hearing loss.
The Bill proposes to establish a BSL Commissioner who would promote and facilitate the use of BSL, and would have the same powers as other minority language Commissioners such as in the Welsh Language (Wales) Measure 2011.

What about a Language Commissioner incorporating Welsh and BSL Languages, with the Commission having specialists for each language, that way, costs can be saved on the overall infrastructure so one organisation with combined support structures rather than two organisations with separate support structures.
